Yes, as long as the instruction set is shared. Chameleon supports headless cloud instances (e.g., Nvidia A/H series) without needing direct access.
If cloud vendors eventually deploy proprietary GPU variants with different ISAs, we may request access to those units. But as of now, Chameleon is cloud-ready by design.
